Having just learned of Phil's death, I'd like to pay tribute to his skill as a journalist. After obtaining a degree in history, he was a subeditor on two daily newspapers before embarking on a successful career as a freelance writer, specialising in authoritative reporting and commentating on the civil-construction industry.
